Recognition of foreign qualifications in Ukraine
Education obtained abroad can form the basis for further study, a career, and professional development in Ukraine. However, a foreign degree, school-leaving certificate, or other qualification cannot always be submitted directly to a university, employer, or government body. Even a high-quality translation into Ukrainian conveys the content of the document but does not officially confirm the level of education or the rights conferred by the qualification obtained.
- In such situations, a procedure for the recognition of foreign educational documents is carried out, which is still often referred to as nostrification. It is advisable to start this process well in advance: a missing appendix, incorrect certification, or discrepancies in personal details can complicate the application and prolong the processing time.
What is the nostrification of documents?
Nostrification is an individual procedure for the official recognition of an educational document issued in another country. During the review, the authenticity of the document, the status of the educational institution and the study program are verified; the qualification or duration of study is assessed; and their equivalence to the Ukrainian education system is determined.
It is therefore a much broader process than simply translating or having a copy notarised. The competent authority must establish that the document was issued lawfully, that the educational institution was authorized to provide educational services, and that the qualification obtained confers specific academic or professional rights on the holder.
The official name of the service is recognition of foreign educational documents. The term ‘nostrification’ remains common in everyday conversation and search queries.
When is recognition of foreign education required?
Most often, the procedure is required for admission to a Ukrainian educational institution, transfer, resumption of studies, or progression to the next level of education. A certificate of recognition may also be required when seeking employment if the post requires a specific level of education or professional qualification.
For certain regulated professions, the recognition of a diploma may be one of the stages in the application process. The requirements of the relevant authority, employer or legislation sometimes stipulate additional documents, proof of practical training or the completion of a special procedure for admission to professional practice.
However, not every foreign document necessarily goes through the standard procedure. In certain cases, international agreements or special rules apply. Therefore, the correct first step is to check the document, the country of issue, the date of issue, and the intended purpose of its use in Ukraine.
Which documents may be subject to nostrification
The recognition procedure may apply to documents relating to general secondary, vocational, pre-higher and higher education issued by institutions in other countries. In practice, applicants most frequently seek recognition for:
- secondary school leaving certificates and diplomas;
- diplomas from colleges and vocational training institutions;
- bachelor’s and master’s degrees and other higher education documents;
- academic transcripts and documents confirming a specific period of study.
The supplement to a diploma or certificate is particularly important. It contains a list of subjects, marks, credits or contact hours, as well as the form and duration of study. If the supplement has been lost or lacks sufficient information, archival records or official information from the educational institution may be required.
Who decides on recognition?
The competent authority may be the Ministry of Education and Science of Ukraine or a specific higher education institution.
Decisions by the Ministry of Education and Science are used for the purposes of continuing studies in Ukraine and/or pursuing professional activities. The processing of documents for such decisions is carried out by the State Enterprise ‘Information and Image Center ’, which acts as the National Information Center for Academic Mobility (ENIC Ukraine).
A higher education institution may recognize a document for the purpose of enrolling an individual specifically at that institution. Therefore, the method of submission depends on the applicant’s objective. If the diploma is not required for admission to a specific university, it is advisable to assess in advance which area of application it will have the necessary validity for.
How the nostrification procedure works
First, it is determined whether the document is eligible for recognition and which authority should consider the case. Next, the legalization requirements are checked, and translations, certified copies and other necessary materials are prepared.
Once the documents have been submitted, the following steps are carried out:
- checking that the application is complete;
- verifying the diploma, school leaving certificate and transcript;
- checking the status of the educational institution and the study program;
- assessing the qualification or period of study;
- determining the relevant educational level and the rights of the document holder.
If the information provided is insufficient, the competent authority may request additional information. Based on the results of the assessment, a decision is made and, if the qualification is recognized, the relevant certificate is issued.
What documents need to be prepared
The basic package usually includes the educational qualification, its supplement, certified copies and translations into Ukrainian. Documents verifying the identity of the holder and the applicant must also be submitted if a representative is acting on their behalf.
Depending on the circumstances, documents relating to prior education, a power of attorney, proof of a change of name, an archive certificate, information on academic and professional rights, or other materials may be required.
It is at this stage that details often come to light which, at first glance, seem insignificant. For example, the name on the diploma and passport may be written differently, the title of the qualification may have been translated inaccurately, or the supplement may have been issued without the necessary certification. A preliminary analysis helps to rectify such shortcomings before the official submission.
Apostille, legalization, translation and nostrification
These procedures serve different purposes. An apostille or consular legalization confirms the origin of an official document, the authenticity of the signature and the authority of the issuing authority. A translation renders the content of the document into Ukrainian. Notarisation may confirm the authenticity of the translator’s signature or the conformity of a copy with the original – depending on the chosen method of certification.
Nostrification concerns the recognition of education and qualifications. Therefore, an apostille does not replace recognition, and a translation does not establish the equivalence of a foreign diploma to a specific level of education in Ukraine.
The sequence of steps depends on the issuing country, international treaties, and the requirements for the specific document. Following a one-size-fits-all approach is risky: sometimes an unnecessary procedure merely increases costs, whilst the absence of the required certification leads to the application being returned or the case being put on hold.
What can delay the processing
An incomplete set of documents is often the cause of delays. Problems also arise from missing attachments, incorrect transliteration, unclear copies, translation errors, or an incorrectly chosen method of legalization.
It may take longer to verify a document issued by an institution that has changed its name, been reorganized, or ceased operations. Obtaining a response from a foreign institution or archive presents a particular challenge.
A negative outcome of the verification of a document’s authenticity, the status of an education provider or an educational program may constitute grounds for refusing recognition. This is precisely why it is better to prepare the application as a single, comprehensive package, rather than correcting individual shortcomings after submission.
Timeframes and costs of nostrification
There is no standard timeframe for all documents. The duration depends on the type of education, the country of issue, the completeness of the information, the speed of verification, and the need to compare study programs. If the competent authority is awaiting additional documents or a response from a foreign institution, the procedure may take longer.
The cost is also determined on a case-by-case basis. It may include official fees, translation, notarisation, an apostille or consular legalization, document dispatch and professional support.
